Is it a cartoon? If so, then it's called "Lil' Bush", I believe.
Otherwise it would be either Saturday Night Live, MAD Tv, Frank TV, or just a stand up comedian maybe.

As mentioned above, it's called Frank TV. I wouldn't call him a "comedian," though, because the show is about as funny as a stalk of celery.

A note to all of the impressionists out there: the impressions aren't enough on their own. You might do a great job sounding, acting and looking like someone, but remember that you also have to be funny.

most likely Frank Caliendo, he's done George Bush on MadTV, FrankTV (his show), and he does stand up every now and then.
