Where are there anime conventions where you can dress up like naruto DBZ or air gear?

and get the materials for the costumes

well you can dress like that at any anime convention.
and well i dont know where you live so i dont know where the closest con is for you. so if i were you i would choose the nearest biggest city to where you live and google the name of the city + anime con. i am sure you'll find something.

as for the gear, i would recomend learning to sew, or googling the character you want to be plus the word costume and i am sure you can find a place that sells it. you might have to import it from japan, but eh if you are into it it might be worth it.
