you can have black lights on your running boards, like on your car. but alot of the times, they are illegal. if you know the line before this particular line, you know they are talking about cars (well, trucks).

It means that they have an SUV with running boards that have black light floresant lights under the the truck

What the song is referring to a customized running board/ground effect kit (the most common color lighting is deep purple). When the ground effect lighting system is installed is looks like you have a black light under your truck.
