Right, when he was on a payphone and someone didn't believe he was in Teas, he stepped out of the phonebooth (remember those, before cellphones??) and shouted "The stars at night, are big and bright!" and then people passing by clapped there hands 4 times and shouted back "Deep in the heart of Texas!" Which is what the chorus of the song is like.
