How to tune violin by ear?

without relying too much on the tuner?

Oh, it's really just a feel. You have to get the violin as close as possible to the note on the tuner. No beginners can do it, but it is handy once you are at least about grade 4 standard. Don't worry too much about it though. It doesn't come over night, really it's just something that comes with practice.
If you have a good ear, then it's a very useful skill, because once you've managed it on one string instrument, you can do it on many others such as the guitar etc. I actually tuned my brothers guitar for him at first, because he hadn't got it yet, but after a while, it gradually developed and he can do it himself.
Be patient, it will come!

You need to have perfect pitch to do that with any instrument. Having perfect pitch is rare.
