Western music why is there only a half step between E&f&B&C.?

sorry for the hash I made the first time I asked

All of the intervals (whole-step or half-step) in any major or minor key (inc. modal structures) are placed so as to preserve the very structure of the various scales/modes utilized in Western music.

As you've used E-F and B-C in your question, I imagine you are referring the the C major scale.............

C-D (whole) D-E (whole E-F (1/2) F-G (whole) G-A (whole) A-B (whole) and B-C (1/2.)

This......whole-whole-half-whole-whole... step pattern of intervals remains intact for all major scales, regardless of their key signature.
