Divining the future is an interesting topic, and almost any method of divining works at least once in a while.

Some people including myself tend to believe that many predictions of the future are vague and requires interpretation and it is the person who doing the interpretation that actually does the divining.

Individuals use knowledge and experience to predict the future. In fact, research has shown that when a sufficiently large group of knowledgeable participants estimate a future event they have an uncanny ability to get that estimate right

I remember reading a essay on scifi authors predicting the future in which the author, pointed out that were good reason for their success. Among other reasons, I remember the following

1. If you are vague about your predictions, often because people are looking for something to happen, they will find it.
2. Sometime by looking for it or because you expect it to happen you actually cause it to happen.
3. Inside knowledge, the author was actually aware of certain fact or tends that the reader was not.
4. Shotgun effect. Make enough predictions and you are bond to get some right and people tend to remember the author's success and forget about their failures.

There was a couple of more but I don't remember what they were.

Yes that tarot can be very clear. But the clarity lies with the channel or reader.
