just to correct the answer of blind existence, charm and charisma are two different traits. charm pertains to attraction limited to a good number of people but not too many, while charisma is a trait pertaining to attracting a large number of people all at one. the question is focused on charisma which is trait associated with leos. charm is also a trait that is used to please someone by projecting the good emotions of that person, mimicking what the other person wants to see. leos have their own individuality so they don't project emotions just to please someone. some leos don't have to do anything at all to attract attention, which is different from librans who flirt just to get a little attention.

It depends on house placement of Sun and Venus, if either are in the same house (1st) of the rising sign, that would lead to them being magnetic, good looking, etc.

A Leo rising would like lots of attention, however.

they exude charm theyre not even aware of, Leo's on the other hand need to work for attention to get it.

next in line after Libra would be Saggitarius or Pisces

Actually, Scorpio rising is known for being charismatic and magnetic, especially the eyes. Leo rising usually indicates parental/child issues that will need to be dealt with. Often times Leo rising, unless it has other aspects to the contrary, may go bald early, wears glasses, has health issues (usually back or heart issues), or is obsessive about appearance/ hair, and how the world perceives them;ego related issues.
