Is the Jazz Suite No 1 by Dmitri Shostakovich based on another very similar piece?

Not to my knowledge, but you may be wise to ask this question in the classical category , mentioning the other similar piece by name if you can, where you may find a respondent more familiar with the Shostakovitch repertoire than I am.
