I think it's just a random, pointless title.

i had heard it was about vietnam vets. "can you see them, on the front porch, but they don't wave" refering to the many traumatized vets. that's just what i heard on the radio one day.

I'm not really sure where the title originated, could be it WAS someones name as ruthie said, that sounds about right!
