What is said/yelled/sung at the very start of the song "Too Many People" by Paul McCartney?

Sounds like "Peace Again or Peace Okay" Since this was orginally a barb against John Lennon I can only assume that's what he's saying. However here (later in life when the rift may have been healed) it sounds like "Peace Love Can"
