Does any1 know the story " a fancy dress party " and what annual it is from?

my grandmother was telling me about her favourite christmas present as a child, and said it was an annual, with a story inside, called a fancy dress party, this story has become her favourite childhood story.

unfortunately, she cannot remember what this annual was called, but it was a girls one, and at the time, there weren't many available for girls, but there were for boys, like eagle?

the time i am looking around is between the 1940s - 1950's, early 60's
