Is the movie dream-girls OK for kids 9 years old?

i rented it for my daughter

Id watch it before id let my kids see if it if i were you. Its rated PG-13

its PG13. i'd say no.
there's a riot scene and some sexuality scenes. drunkeness and drug use.
i'd go with letting her listen to the soundtrack until she's old enough.
