Some years back we can anyone tell me what movie this was?

the movie was based on a true story out of n.y.c.
it was regarding drugs and dealers controlling an entire neighbourhood. the apt. complex was built in a huge square with a building on all four sides of the inner courtyard. thats about all i remember, other than i was appalled at the fact that this poor community went through hell for a very long time before the dealers etc. were gotten rid of.
if anyone has any ideas as to what movie i am thinking of i would appreciate it. i'd like to watch it again. i'm thinking the movie was made in the 80's? i can't even remember who was in it.
