girls, because they can get away with almost anything by just flirting. most guys are dumb and will fall for anything.that's how "most" get thought life and that's fine. you have to do what you can. guy do everything they can.

At the beginning it would be the guy's . But when the relations had become closer i think it would be the girl's because girl's are usually more comfortable expressing her mind out with guy's that she already close with.

l think roles are reversed now and girls are more flirty now...
