Is Ray J a Ben Webster fan?

If you get a chance to listen to the introduction of Ben Webster's "Time After Time" and then listen to Ray J's "One Wish" they're really, really similar, aren't they? I feel like the first part should almost be citied.

A lot of people sample other artist music. Most of the time artist don't know where the song comes from. He probably didn't write or produce the song.
