do i skip the D string or do i strum it

You can mute the d string with your finger but otherwise you skip it.

i would just use my fingers and pluck the strings, like how you play "tears in heaven", finger style

Usually there will be a 0 if you should be playing the note or an x if you should mute it. The chords work either way so listen to the song they came from and try to play along with it using both open string phrasings and muted. See what works.
