Female Indian Singers?

Is there a reason why female Indian singers almost make a whining sound when they are singing? I'm not saying this to be racist, I'm just wondering...is that just how they naturally sing or are they trained to sing that way?

Training, of course. Indian scales differ entirely from those in Western music, for one thing, as do singing techniques. But also bear in mind that in some parts of the world, Charlotte Church would sound grotesque.
