99. it was originally a german song about the cold war but when they wrote the english version it didn't have the same meaning. and the balloons in the german weren't red, they were just balloons. Nena sang both versions so it depends on which version the question is talking about. but the german song went "neunundneunzig luftballons" and the german word for red is 'rot' - no mention of red in there.
