On GH: Who is Cooper Barrett?

I agree, it is likely he is the son of Julia and Ned, though there is a chance he is Julia and Brenda;s little brother. If he turns out to be the PC strangler then perhaps he is the son of Harlan Barrett, that would explain why he kills Georgia as she is Mac's daughter and Harlan would have beef with Mac.

He could also be Julia and Bill Echart's son which would be cool since that would make him Lucky and Lulu's cousin

When he first joined the show it was rumored he would be AJ Quartermaine and Julia Barrett's child but they have never took that any farther. The last thing we need on GH is more illegitimate Quartermaines or Corinthos's!

Rumors said that his parents were A.J. Quartermaine and Julia Barrett. Now there's a chance he's not even related to Brenda. I definately think Coop is the killer though. He's been acting strange lately. And now all of a sudden he misses Maxie and wants to get back together. I think he has some kind of hidden agenda.
