The Late Show David Letterman... who was that one guy?

I remember seeing this one white guy... he was kinda old and kinda fat. He wore glasses. He wore regular clothing. He never smiles. I remember he had this one part in an episode, he ends every joke with childish movements or something. I guess thats the thing that makes him stand out. He always ends every joke with something. He looks so stupid doing those things at the end of the joke... its so stupid thats its funny. Any guesses who he is?

Could it be Gerard Mulligan? He's a writer on the show and has been with Letterman since 1993.
He does a lot of regular skits on the show.
